The @drupalassoc supports a Drupal Federation but won't drive it. Somebody else has to pull the strings.
My suggestion from the outside: charter first, price tag later. Define objectives, responsibilities, decision-making, legal framework, membership and conflict resolution before anyone asks "what's in it for us?". Then let each association decide whether to join.
I can't drive it myself. This is for those who can.
