Airbus moved its crown jewels off American cloud and left its AI platform exactly where it was, on AWS.

Data gravity explains it: infrastructure is portable in a way AI pipelines are not. Microsoft has since draped its expanded Mistral partnership in the word "sovereign", but a sovereign tier operated by a US company stays within reach of US law. Buying the label spends the budget without moving the jurisdiction. Somewhere in your organisation this quarter, someone is choosing the default AI stack, and nobody in the room is calling it a sovereignty decision.

So Denmark's Open Source test seems to have failed because Microsoft has so many badly documented and poorly implemented features in MS Office that the software breaks every competitor. Sounds almost like a hostage situation.

A European AI layer does not need to be a European ChatGPT. It needs to be buyable: a model you can run, compute under European law, terms you can exit, a price that does not punish the choice. The Commission's gigafactory tender closes on 12 November.

The useful question about those machines is not the GPU count but whether inference capacity will be reserved, priced and contractable under EU law. Training capacity and serving capacity are different products with different economics. A hospital trust needs to run models, not build them, and the serving half has to be written into the tender rather than assumed.
