The owners of development can implement the latest functionality and hand over the implementation for polish directly to the owners of design. Designers design what actually runs, developers develop with what is actually designed. Everything is versioned together.

Even though things have sped up, the quality of the end result still entirely depends on the amount of time and care (blood and sweat) spent on it.
