Europe's digital estate is largely rented, not owned, and US law follows the landlord. My January piece on the kill-switch takes the aid sector as the test case: an NGO coordinating relief under a sanctions regime could have its tools cut off by someone else's foreign policy, and its case files on vulnerable people sit within reach of US warrants.
The plan runs in three parts: a sovereign desktop pilot for European NGOs on open-source tools, an EU cloud scheme made mandatory for sensitive data, and binding safe corridors for essential services so exit stays possible.
