The news reporter is saying what happened is that a protestor managed to walk up through a gap in the police standing around. Other protestors went up to join them, possibly to encourage them back down again. And then the people up there ended up overturning and some destroying the chairs.
The fact that the "chairs for dialogue" that Rama put out were surrounded by a police cordon gives away what a stunt it was on his part. He's just performing for the international press.
